Built with NeGD: the consumer's energy record in DigiLocker

The consumer's energy record in DigiLocker moves beyond simply showing electricity bills. DISCOMs can issue signed Energy Credentials covering consumer profiles, DER and storage assets, and energy consumption, including through the Consumer Energy Passport and My Meter Digest. All four pilot DISCOMs-Tata Power, APEPDCL, DGVCL, and PVVNL-have published their Energy Credential APIs on API Setup, with DigiLocker integration currently in progress.

MNRE and PM Surya Ghar 2.0: the issues, and the IES answer

The issues, and the IES answer. At the 23 July 2026 PMSG 2.0 roadmap session, IES answered the scheme's core issues: DISCOM-signed records replace manual verification, one queryable identity replaces fragmented installer empanelment, and consent-based consumption data supports sizing and lending. A 90-day pilot with 3 to 4 DISCOMs is proposed. The portal and State systems stay unchanged.

The task force proposes a public pledge, so that the interest built over fourteen months converts into named commitment before governance stands up.

"We will be IES Ready"

An organisation commits to implement the specifications and certify for at least one use case. For utilities, AMISPs, technology providers, banks and lenders.

Pledge Two

"We will contribute"

An organisation commits to develop and review schemas in the open, on the IES GitHub. This is how the standard grows beyond the founding team.

HOW TO JOIN

Five steps to Onboard

A web domain you control, one Linux machine running Docker, and one engineer - that's the whole prerequisite.

Register

1–2 days

Publish a digital identity on your own domain and claim a directory entry.

Everyone does this.

Issue Credentials

Half a day

Run the service that signs, checks, and withdraws records.

Only if you deal with consumers.

Set Up Exchange

Run the ready-made connector and complete a signed round trip on the network.

Only if you exchange data with other organisations.

CERTIFICATION

A machine-checkable signal, not a committee

Certification means a participant can exchange data safely using the IES specifications, and it's how the programme tells claimed adoption from real adoption.

It's never a blanket pass or fail. A utility is certified as a data provider, for one named use case, at one named specification version. Certify for one use case, add another later - nothing is all-or-nothing.

Run the automated conformance suite against the sandbox. A pass produces a machine-readable certificate in a public registry, which any counterparty can check before connecting. No committee, no paperwork: if the tests pass, the system is ready.

Firms

Firms become certified deployment partners

Firms

A firm that takes a real participant through onboarding and a passed conformance check gets certified and publicly listed. Any organisation adopting IES chooses among certified firms per assignment, on its own terms. This is an open market, not a closed empanelment; the bar is objective, and any firm that clears it gets listed.

Self-Testing

Self-testing is free and unlimited. Run it as many times as you need before you're ready.

Re-certification

Only on major releases

Re-certification

If you fall out of conformance, you lose status, with the evidence on record, and you get it back the same way you got it: pass the tests again. Re-certification is only triggered by major specification releases, with at least a two-quarter migration window, so nobody is caught out overnight.
