Where a specification becomes a running system
A published specification is not the same as a working connection. The accelerator carries that gap: reference code to build from, a sandbox to test in, and hands-on support until a new participant can stand on its own.

3 Stages of IES
Every use case follows the same graduated pathway. Stage 1: Validation tests the specification with two to ten utilities under controlled conditions. Stage 2: Calibrated deployment puts it live with real consumers in two to four States. Stage 3: Scale takes it national.

A use case advances only when gate criteria are met and next-stage funding is committed. Five States were already reached in Stage 1 itself.

Reference Implementations
Working deployments that show a specification turned into running code. A new participant starts from that, not from a blank document.
Conformance Testing & Tools
Automated test suites that check whether a system correctly implements the specifications: the foundation of certification. A system that passes can be trusted to work with others.
The Sandbox
A controlled environment where use cases are proven with real or synthetic data before going live. Not a disposable test bed: it grows into staging and then production infrastructure as a use case matures.

Training & Capacity Building
In the early stages, the core team supports directly. As adoption grows, certified partners extend that reach.
Developer Ecosystem
Dev kits, documentation, sample code, request collections, a public discussion board and an issue tracker, so a developer can go from nothing to a working exchange without a meeting.
Not a central platform
Each participant keeps control of its own data and systems. Every shared component is owned by its custodian and found through the shared directory. Providers move through four steps:
Onboarding
Sandbox credentials, documentation, dev kit and sample collections issued.
Co-build
Bootcamps and working sessions alongside programme engineers.
Validation
End-to-end transactions with real or mock counterparties, producing signed receipts. Conformance tests run continuously, not as a one-time gate.
Calibrated Deployment
Graduation into live rollout with participating utilities, in bounded corridors, before scaling.
